The Decree of the President of the Council of Ministers of 27 September 2023 on the 'Planning of legal entry flows of foreign workers into Italy for the three-year period 2023-2025' was published in the Gazzetta Ufficiale on 3 October 2023. This decree establishes the new quotas for foreign workers who want to enter Italy to work.
For the first time this year, programming is being experimented on a three-year basis, as provided by Decreto Legge No. 20 of 2023 (in Article 1). For the three-year period 2023-2025, therefore, a single act has been provided for both the planning of the three-year period and the annual determination of quotas, considering the labour market needs analysis.
The new Prime Minister's Decree defines the criteria for determining flows, within and outside the quotas, sets the quotas for the three years (already fixing the dates for sending applications in 2024 and 2025) and gives provisions on procedures.
For 2024 the applications can be submitted:
- from 18 March, for non-seasonal employees who are citizens of countries that have cooperation agreements with Italy
- from 21 March for other non-seasonal employees
- from 25 March for seasonal workers.
